Project Director

D. Bruce Johnstone (dbj@acsu.buffalo.edu), Project Director, University Professor of Higher and Comparative Education, and Coordinator of the Comparative Education Program in the Graduate School of Education at the State University of New York. Dr. Johnstone is an international authority on the comparative finance and governance of higher education. Dr. Johnstone has published extensively, and has served as a vice president of the University of Pennsylvania, President of the State University College at Buffalo, and Chancellor of the 64-campus, 400,000 student State University of New York System.

Project Staff

Pamela Marcucci (pnm@acsu.buffalo.edu), Project Manager. Pamela has a Masters in Public and International Affairs from the University of Pittsburgh, and 12 years of experience with international agencies in program/project administration and conference planning. Pam is the overall project manager, coordinating the workflow, editing contributions, and writing certain of the country studies. She also handles budget and all official communication with both the University Office of Sponsored Programs Administration and the Ford Foundation and was the principal US coordinator of the March 2002 conference in Dar es Salaam, Tanzania; the June 2003 conference in Prague, Czech Republic; and the July 2006 conference in Nairobi, Kenya.

Mary Ngolovoi, Graduate Assistant in the ICHEFAP. Mary is pursuing her Ph.D. in the Department of Educational Leadership and Policy. A native of Kenya, Mary has her Master’s degree in ---- from the University at Buffalo. Mary is studying the impact of students’ socio-economic levels on their access to higher education in Kenya.
